Presented January 2, 1994 Revised March 3, 2003 STATEMENT OF INTENT: The Society for Creative Anachronism(SCA), Inc. - Shire of Port Oasis is a non-profit organization dedicated to the study and re-creation of Medieval and Renaissance life. The Shire of Port Oasis is subject to all aspects of state, federal, corporate and Kingdom law. I. CREATION AND CHANGING OF SHIRE BY-LAWS: A. Changes to By-laws can be brought up by any member of the Shire at any monthly Shire business meeting. Proposed changes must be submitted in writing. B. Any changes to the Shire By-laws must be made available to all Shire members (via newsletter, web-page, e-mail, etc.). C. Any changes to the Shire By-laws will be voted upon by all existing Shire officers, and passed by a majority. II. OFFICERS: The SCA, Inc. - Shire of Port Oasis must be staffed with officers according to Kingdom law and Corpora. It is the responsibility of the Seneschal and each officer to familiarize his or herself with the jurisdiction of his or her office. SELECTION OF OFFICERS: A. Each new officer shall be selected by the local seneschal and the appropriate outgoing officer. In the case of the seneschal, the exchequer and outgoing seneschal shall select the new seneschal. A 75% veto will be required to invalidate any officer appointment. B. Terms of each office shall be two years, with no officer serving more than two consecutive terms. (Exception: If no replacement can be found, an officer may hold office for an additional year.) C. Officers must be at least 18 years of age, and must be paid members of the SCA. Proof of membership must be provided before an officer is appointed. D. Anyone interested in holding an office must apply in writing. E. Letters of intent must be called for 2 months prior to the end of each officer’s term. III. OFFICER REMOVAL: Officers can be removed by a 75% veto, with approval of the appropriate Kingdom officer and the reigning King and Queen. A request to remove any officer must be sent to the appropriate Kingdom officer and the reigning King and Queen. IV. REPORTS: Officers’ reports are due at each Shire meeting (If an officer is unable to attend a Shire meeting, he or she can send a report to the seneschal prior to the meeting date). Reports are also due to each officer’s Kingdom or Regional superior as per Kingdom law. V. OFFICER DEPUTIES: Each officer must have a designated deputy who can perform the officer’s duties if needed. VI. OFFICER DUTIES: In addition to any duties specified in Corpora, Kingdom Law, or Æthelmearc Officers’ Policies, these Shire officers are expected to do the following: A. KNIGHT MARSHAL - Must hold heavy weapons practice whenever possible; must run heavy weapons fighting at all local events and demos or appoint an appropriate warranted deputy to do so. B. ARCHERY MARSHAL - Must hold archery practice whenever possible; must run archery ranges at all local events and demos or appoint an appropriate warranted deputy to do so. C. MINISTER OF LISTS- Must run the lists at all local events and demos or appoint an appropriate warranted deputy to do so. D. MINISTER OF YOUTH -Must run children’s activities at all local events and demos or appoint an appropriate warranted deputy to do so. E. FENCING MARSHAL- Must hold fencing practice whenever possible; must run fencing at all local events and demos or appoint an appropriate warranted deputy to do so. VII. FINANCIAL POLICY: A. All expenditures of money must be approved by the seneschal and exchequer before monies are distributed. Exception: once an event budget has been approved, money may be spent in accordance with that budget without need for additional approval. B. A fund of $25.00 shall be allocated for emergency use by the Seneschal. VIII. MEETING POLICIES: A. The seneschal shall schedule one meeting per month. The seneschal may plan further meetings, but must inform the shire at least one week prior to any meeting not regularly scheduled. B. Any meeting not approved by the seneschal will not be an official meeting of the Shire, and all decisions made at such meetings will be unofficial. IX. VOTING POLICIES: A. In order to participate in Shire votes, members must be paid SCA members, at least 18 years of age, and reside within the Shire’s designated ZIP code areas. B. Voting may be in either written or oral form. Proxy votes must be in written form. C. All events, demos, and official Shire functions shall be approved by a majority vote of eligible voting members in attendance at an official Shire meeting. D. Proof of SCA membership is required at all Shire meetings where a vote is taken. E. A veto vote (75% of all voting members present) is required to invalidate any officer candidate. X. EVENT/DEMO POLICIES: A. Anyone may present an event or demo proposal to the Shire at the monthly meeting. B. Anyone interested in running an event or demo must fill out an event bid form and present it to the shire at least 6 months prior to the proposed date of the event or demo. Exception: In the case of a demo being requested sooner ( by a school etc.....), a vote by the Shire is required. C. For Kingdom events, a Kingdom Event Form must also be completed and submitted. D. The seneschal and exchequer will present the best bid for any event or demo to the Shire for final approval at the meeting following submission of the bid. E. All prospective autocrats must have served as autocrats or co-autocrats of at least one event or demo in the past, and have a current SCA membership. F. Any expenditure of funds for an event or demo beyond that included in an approved event/demo budget must be approved by the seneschal and exchequer. G. A written event report is due to the seneschal within 20 days following any event or demo.
